It has a lot of the same qualities of old-school EQ, but with some UI and gameplay improvements borrowed from WoW. It is still pretty "hardcore" in terms of death penalty and such as well as not having any instances, which is good.
The bad, I'll leave for someone who still plays to discuss.

The bad, which is actually good for you if you are considering playing, is that McQuaid and company milked $30m out of microsoft and delivered a product well shy of finished. Everquest, which cost $8m to make, shipped with raids. Vanguard did not. One of my frustrations with Everquest was that I started well after launch and couldn't make 50 by the time Kunark was released. By the time the first raid dungeon is patched in for Vanguard, I'll have a 50 warrior and 50 shaman.
So alot of people raced to 50 and have wandered off due to boredom. Low population and activity are big problems with the game right now but you can expect that to change after the PvP servers are merged in the next few weeks. The game is getting better all the time, and although it's unfinished it's the best thing since old school EQ. Not alot of bad things to say about it really... now that SOE is running the show alot of bugs are getting fixed. Stenk from Zek is heading up Vanguard PvP and he PLAYS Vanguard PvP on a daily basis so he knows the problems and they're getting worked on.
